文化历史
Cultural History
秦汉文化积淀深厚,南侧的汉代帝陵串珠相连,一字排开,蔚为壮观,被誉为“东方的金字塔群”,是中国现存最大、保存最完整的汉代帝陵群。道教全真派创始人王重阳,近现代教育家、思想家刘古愚等历史文化名人辈出,文化旅游产业发展前景广阔。
It is provided with the profound cultural accumlation of the Qin and Han Dynasties. The magnificent emperors mausoleums of Han Dynasty on the south side are connected like beads, being known as the “Oriental Pyramid Group”, which are the largest and best-preserved emperors mausoleum group of Han Dynasty in China. The historical and cultural celebrities such as Wang Chongyang, the founder of Quanzhen Taoist School, and Lin Guyu, a modern educator and thinker came forth in larger numbers. It boasts the inviting development prospect in the cultural tourism industry.

Talent policy
为全面贯彻落实中央《关于深化人才发展体制机制改革的意见》(中发〔2016〕9号)和省委《关于深化人才发展体制机制改革的实施意见》(陕发〔2016〕11号)精神,围绕我省实施人才强省战略和实现追赶超越目标,深入推进全省人才发展体制机制改革,最大限度激发人才创新创造创业活力,现提出以下措施。
一、深入推进放权松绑
(一)推进简政放权。建立政府职能部门人才管理服务权力清单和责任清单。定期对涉及人才招聘、引进、评价、流动和服务等环节中的行政审批、收费事项进行集中全面检查,做好清理和规范工作。充分发挥用人主体在人才培养、吸引和使用中的主导作用,全面落实高校、科研院所、企业等企事业单位和社会组织的用人自主权。
